Near-Collision During a Carrier Exercise: The ‘GO FAST’ Encounter
Q: You testified before Congress about a near-collision with a UAP (Unidentified Anomalous Phenomenon) during a carrier exercise. Please tell us about that encounter.
Tim Gallaudet: It started in 2015, when I was a one-star admiral in the Navy. I had two offices: one in the Pentagon and one in Mississippi, at a NASA facility called Stennis Space Center. I was in Mississippi at the time, looking at my classified email.
At that time, a routine exercise was occurring off the east coast of the United States, an exercise I had participated in when I was on an aircraft carrier. The purpose was to prepare U.S. forces to deploy overseas. It involved an aircraft carrier strike group: the USS Theodore Roosevelt, the aircraft carrier, and other supporting ships.
The primary purpose was to make sure all the pilots could be certified to land on the aircraft carrier before it deployed. It was a very busy exercise. The pilots were trying to complete their required landings safely, and that was complicated by other training events, weather, and other factors.
When I looked at my secret network email, I had received a secret message. The title of the email was in all capital letters: “URGENT SAFETY OF FLIGHT ISSUE.” The email had come from the operations officer of the command I was under, a two-star admiral. He sent it to subordinate commanders and staff members of the Fleet Forces Command to which I reported. The wording was very short. He said: “If any of you have seen these, or know what these are, tell me ASAP, because we are having near midair collisions and might have to cancel the exercise.” Attached to the email was the GO FAST video.
We now know one of the pilots flying from the aircraft carrier was Ryan Graves, who has since come forward publicly to speak about UAP and their safety-of-flight concerns. He founded Americans for Safe Aerospace (ASA) to encourage reporting by commercial pilots, to advocate for the government to declassify and release information and videos about UAP, and to remove the stigma associated with reporting UAP or UFOs.
That email changed everything for me. I had always thought there might be some validity to UFO reports, but I had never seen one. This was essentially seeing one on a secret network.
The Email Disappears
Gallaudet: The next day, the email was removed from my computer and everyone else’s. I later learned that someone involved in removing the email from the system was Jay Stratton, who later led the UAP Task Force in the Pentagon. He told me that at the time, they were not sure what these objects were. There were many of them. It was not just one GO FAST. There was also GIMBAL and others.
One GO FAST object was operating in a formation of four. They were having these encounters almost every day, as Ryan Graves has testified. Stratton was an intelligence officer, and in 2015 they did not know whether these were our adversaries monitoring us or something else. Subsequently, they now know it was not ours, not China, not Russia, and not anyone they know of. It was not of human origin. They are convinced of that, and I was convinced of that as well.
I knew that in training ranges, and in that exercise, we do not test experimental technologies. When we do testing, we use test ranges that are instrumented with very precise sensors to capture data and inform the development of the technology being tested. We also do not conduct experimentation and testing in training ranges because the exercises are very compressed, the pilots are obtaining certifications, and it would introduce too much risk. It is simply not done.
I had a top-secret clearance, so I knew the capabilities of our allies and our adversaries. I knew no one had technology like that.
After it was removed from my computer, it was odd. I would go to monthly meetings with my commander, a four-star admiral, his subordinate commanders, and his staff. The main topic every month was those exercises: preparing Navy forces to deploy overseas. Yet no one ever talked about the safety incident. That was upsetting to me, because one of my jobs was to be the head meteorologist of the Navy. I viewed this as a real safety issue that was covered up and not discussed.
‘UAP Technology Is the Work of Non-Human Intelligence’
Q: You have said that many UAP are associated with non-human intelligence. Why?
Gallaudet: As I said, I have seen our best technologies, and I have seen adversary technologies. We cannot reproduce the movements of these objects: the right-angle turns, the hovering with no visible engine exhaust, and the instantaneous accelerations. We have nothing that could reproduce those motions. I am sure of that because I had a clearance and knew our capabilities.
That is what has convinced me and others. I am not the only person. Remember all those people in The Age of Disclosure. They had clearances like me. That includes the current Secretary of State and National Security Advisor Marco Rubio, who is in that film for the same reason: to speak to this, to acknowledge that these objects are not of human origin.
I was in The Age of Disclosure, and before that I testified in 2024. There was another hearing in 2025. Because of my testimony, many people in the U.S. military, or veterans, contacted me to tell me their stories about observing UAP.
Dozens of Videos on a Carrier Laptop
So many people have observed UAP. They have seen our systems collect video. One sailor on the USS Dwight D. Eisenhower in 2021 told me that his job was to take infrared video of these UAP. On the laptop in his helicopter squadron aboard the aircraft carrier, there was a folder with dozens and dozens of UAP videos.
The helicopters usually captured low-altitude objects that looked like metallic spheres. Again, there were no flight control surfaces, no exhaust, and no evident means of propulsion. They were moving, basically following the aircraft carrier at an altitude of about 300 feet. The F/A-18s, at higher altitude, would observe fleets of these objects moving erratically as lights. They would make right-angle turns and instantaneous accelerations. That is technology we simply cannot reproduce.
UAP in the Ocean: The Transmedium Question
Q: What does the transmedium nature of UAP, moving between air and water, suggest from the standpoint of current physics?
Gallaudet: Let us step back for a moment. The occurrence of UAP in the ocean is not well documented, ultimately because we have not measured much of the ocean. Only about 10 percent of the ocean volume has been explored, and only about 27 percent of the seafloor has been mapped. That leaves large areas of the ocean about which we know nothing. But UAP have still been observed in the ocean.
We know from the USS Omaha video, which you can find online, off Southern California, I believe in 2019, where a spherical-looking object was observed with no flight control surfaces. It was not moving in a linear way; it was just hovering. Then it moved into the water, exhibiting transmedium travel. Another well-known object is called the Aguadilla UAP, observed by the U.S. Customs and Border Protection, which showed transmedium travel off Puerto Rico.
The momentum changes involved in going from air to water are so significant that we do not know how to design anything that could do that unimpeded. None of the platforms in the U.S. military inventory can do that. I would not call this a problem of physics that we do not know. It could be physics we do not understand, but it is most likely that we simply do not know how to engineer anything that could do that.
My whole background is studying and working on the ocean. I was a Navy oceanographer for 32 years, and then I led America’s top ocean agency, NOAA. I have a Ph.D. in oceanography, as well as a master’s and a bachelor’s degree. Because of my knowledge and professional network what I know, it is suitable for me to look at that aspect of UAP: their occurrence on and under the water. Acoustic experts and former submarine officers have come to me and said that, on sonar, they have observed objects exhibiting motions, speeds, or characteristics that our undersea forces cannot demonstrate.
‘Could They Be From Another Galaxy?’ On the Question of Extraterrestrial Origin
Q: Some people argue it would be technologically impossible for extraterrestrial beings to travel to Earth. What is your view?
Gallaudet: First, we simply have not been able to engineer something that can go faster than the speed of light. But that does not mean it is impossible. These visitors, these non-human intelligences, whose intentions we do not know, at least at the unclassified level, could potentially be from another galaxy. We just do not know. We have not discovered the engineering that would allow for that.
Jacques Vallee and the 1945 New Mexico Crash
I am not necessarily wedded to the extraterrestrial hypothesis. Have you heard of Jacques Vallee? He is a very well-established UFO researcher. He has been studying the phenomenon for at least 50 years and has written many books. His latest book, Trinity, is about a UFO crash in New Mexico in 1945. He interviewed witnesses. I would call it a smoking gun because he interviewed three witnesses who clearly saw an object, like the Roswell story, but two years before Roswell. Army personnel ended up recovering the crashed object. I highly recommend reading this book.
Ultimately, I am sure the U.S. government is in possession of these recovered objects. I know people who have done some testing on materials from these objects. Jacques has also done a lot of research in Brazil and other Latin American countries as well.
Subterranean Civilizations, the Silurian Hypothesis, and Other Dimensions
Another possibility is that they are a highly developed race that evolved before us. If they did not want to be seen by us, the ocean is the perfect place to remain undiscovered. They could be residing under the seafloor in facilities of their own construction. That is a possibility. There is also something called the Silurian hypothesis. This hypothesis states that, when you look at ancient geology, the nature of erosion and plate tectonics could mean that an intelligent civilization could have evolved and then gone extinct one or two billion years ago, but with no geological record of it. The Earth has existed for 4.6 billion years. It is possible that a race evolved and, at some point in the past, decided to live in a subterranean civilization, or even below the ocean. They may have stayed somewhat removed from us and only come to visit us periodically.
There is also the possibility of other dimensions. Our mathematics can explain it, although our physics does not yet know how it would work. James Lacatski has written books about the government program, and this possibility is something that that U.S. government intelligence officers take seriously. We do not know how to get to another dimension, but theoretically, it is a possibility. Potentially, they may have a technology that allows them to do that.
The U.S. Government Has Concealed UAP Information as Tightly as Nuclear Weapons
Q: How do you think the government or interest groups have monopolized and concealed information and technology related to UAP? What do you think are the motives behind this secrecy?
Gallaudet: I know with total certainty that the U.S. government has retrieved UAP materials, and in some instances, entire craft. They have covered that up, and these are in very compartmented special access programs that only a few people know about. They are working on a reverse-engineering program. It has been happening for over 80 years.
The purpose is, of course, that we do not want to admit to the country or to our adversaries that we are not in complete control of our airspace. There is also a higher-order non-human intelligence that could potentially dominate us or present a national-security risk.
Lethal Force and the Cover-Up
Luis Elizondo, whom I know well, has told me this: UAP information and materials have been protected to the same degree that we protect nuclear weapons, which means lethal force has been authorized to prevent disclosure of UAP data and materials. We are talking about killing people. That should not be allowed in our country. It is totally against the Constitution.
I believe most UAP materials have probably been transferred to contractors, especially defense contractors, so that federal authorities can claim plausible deniability and keep it hidden from Congress.
The Deaths and Disappearances of UAP-Related Scientists
Q: Deaths and disappearances of scientists connected to this field have been causing concern. What do you think?
Gallaudet: There are two questions here. Regarding the current reporting of thedozen or so scientists, I really do not know whether that is linked to anything. I know that several of them can be explained by normal circumstances. A few, I am not so sure, but I do not know.
However, I do know for a fact that the history of intimidation in this field is real and documented.
The Path to Disclosure: Universities, the Public, and the UAP Disclosure Act
Q: Do you think the government will reveal everything soon?
Gallaudet: There is a piece of legislation that Congress worked on for years called the UAP Disclosure Act. To me, the ideal future would be for that act to pass. It would create a panel of experts in different fields who would review different types of UAP information and recommend to the president what information could be released gradually and deliberately, balancing national-security risk with the opportunity to advance human knowledge. The term they developed is ‘controlled disclosure.’ We would not reveal everything at once. Rather, perhaps some videos would be released first, then perhaps the nature of a few of the materials we have recovered, and eventually perhaps the nature of some craft we have recovered.
What will actually happen, I am not sure. But several universities in the United States are now actively researching UAP in different ways: Stanford and the Sol Foundation, Harvard’s Galileo Project under Avi Loeb, the University at Albany in New York, which has received a grant of several million dollars, and Rice University’s Archives of the Impossible. There are others, and this is growing by the day.
Public interest, the media, and Hollywood support are growing significantly every day. Younger people are not stigmatized by this. They are open to new ideas and technology. I think there will be a point when so many people in the public demand that the government release information that politicians will have to respond. I am certain it will happen in my lifetime. It is a very exciting time. This would never have been talked about ten years ago.
Be Wary of China’s UAP Research
Q: There are concerns that China, meaning the CCP, may also be investigating and studying UAP. How serious is this issue for global security and for Japan in particular?
Gallaudet: This is a big concern, not only for Japan and U.S. security but for global security. That is why I think we should encourage Japan to address this in legislation and national policy, as the United States has been doing.
It is very likely that adversaries are competing to reverse-engineer these technologies. Knowing the way government secret programs are structured, I think the probability is very high. They could advance the technology and application of that knowledge faster than we can. Therefore, it is in our interest not to sustain the cover-up, and not to avoid the issue in discussions and policy development. We really ought to be more assertive about this.
My friend Jay Stratton said it very well: ‘This is like the Manhattan Project that developed the atomic weapon, on steroids.’ If you take that statement on its own, I think it is completely valid. That is why we should be researching this very actively, with well-funded programs, to ensure we do not get outpaced by China. Bilateral research efforts between our nations could only advance UAP research in a positive way.
UAP Research Could Transform All of Human Civilization
Q: You have said that UAP could represent the discovery of the century. Why do you believe UAP may prove decisive for the future progress of humanity?
Gallaudet: When you look at the nature of the phenomena, it is very diverse. I will go out and say that it is not just physical. There is also a psychic connection. Every observer has some kind of psychic response. Everyone who has witnessed a UAP experiences telepathic communication. That is real.
I think we may see advancements in physics from what we learn from the objects, but potentially also advancements in consciousness from what is communicated to witnesses. Therefore, I think we will see transformations in every imaginable field: communications, energy, transportation, space exploration, agriculture, anthropology, human history, religions, and philosophy. The U.S. government is having a hard time acknowledging this new reality. But in my opinion, the government does not have an exclusive right to knowledge of the nature of reality. Every citizen has a right to understand it.
Impact on World Religions and Traditional Beliefs
Q: The recognition of UAP and non-human intelligence raises unprecedented questions. From the perspective of traditional religious beliefs and other worldviews, what kinds of challenges or transformations do you think we will face?
Gallaudet: For a majority of the world’s religions, the idea of non-human intelligence is not new. In many world religions, this is part of their tradition. In the past it may have been presented in a different way, perhaps as angels and demons. Ultimately, I do not think this is incompatible with many religions. Of course, some will have a hard time with it. But as a society, even our religious views have in many ways modernized, and are probably at a point where they can embrace and incorporate this new knowledge. I am not too concerned. I am optimistic.
I do believe that, for a majority of the world’s religions, our religious views can take in this new knowledge. As I said, it is a very exciting time.
